Öz
21. yüzyıl’da özellikle üniversite ve araştırma kütüphanelerinde elektronik dergi veritabanlarının önemi artmış ve kullanımı yaygınlaşmıştır. Gelişen teknolojiyle birlikte “okuyucu” kavramı “kullanıcı” olarak değişmiştir. Artık kullanıcı, kütüphaneye gelmeden elektronik veritabanları aracılığıyla, bilgiye erişim olanağı bulmuştur. ‘Bilgiye erişimin en temel insan hakkı’ olduğu günümüzde, kimi dergilerin ambargolu oluşu, ticari bir sansürün ortaya çıkmasına yol açmıştır. Bu süreç, ticari sansürü üniversite ve araştırma kütüphanelerinin gündemine sokmuştur.

Sunumda, bu sorun çeşitli yönleri ile irdelenecek ve çözüm önerileri aranacaktır.

ELECTRONIC JOURNAL DATABASES AND COMMERCIAL CENCORSHIP

Abstract:
The usage and importance of electronic journal databases have significantly increased, especially in university and research libraries, in the 21st century. Along with the developing technology, the concept of ‘reader’ was replaced by ‘user’. The user, has the opportunity of access to information without going to the library. The fact that some journals are inaccessible causes some kind of commercial cencorship while ‘reaching information is accepted as a basic human right’ in our age. As a result, the commercial cencorship created by electronic journal databases and embargo took its place in tha agenda of university and research libraries.

In this presentation, the issue will be discuss in detail and proposal for solutions are welcome.
